I 99% agree that a proper 301 to the new site (with all filenames and directories identical) will work great and NOT lose you any ranking worth talking about - getting the incoming links changed is a minor consideration - but probably something you should do at some point...

What I don't understand is why they banned you from just that one domain - and why they wouldn't do exactly the same thing again once the new one is set up..
