Ultimately the price paid should be based on the expected ROI from the campaign. As a website owner I’d be looking at the expected return in terms of traffic and ultimately new customers from the website.
I would not pay a cent till you can prove you can rank websites for competitive keywords.

Knowing how to copy & paste does not make one an SEO.

Lastly organic SEO may do nothing for the business in question,for example at times Paid Search is usually better for e-commerce site.

Not understanding SEO, Marketing, Advertising & Sales is a recipe for failure that many webmasters make.....
