Well, I don't think you will be able to transfer from bizcn.com (which is under the CNNIC) to Godaddy (an ICANN registrar). We have a web hosting operation in China and I haven't seen a transfer from a Chinese registrar to an "international" one happen yet, or vice versa. The least I can say is that this would be very complicated. Transfer from a registrar in China to another in CHina is fine (if the losing registrar is cooperative, which is not always the case in China).
To transfer to an ICAAN registrar the procedure that was advised to us was to submit an application by letter to the CNNIC, with a long list of documents, wait for weeks, and this wasn't even 100% guaranteed. So it is not as easy as just getting an EPP code.
