DN registrations can be transferred with or without the cooperation of the current registrar.

From several experiences involving such cases, all with GoDaddy as the intended new registrant, I see no reason why GoDaddy should not be able to effect such transfer under the circumstances described, unless you are not the owner of record and do not have Administrative access to the account with the current registrar.
