Yes the quality of links is important but don't discount quantity and having the keyword in the domain name.
Take a look at the Google SERPs and see how many of the top ten have the keyword in the URL.
IMO Google rankings are all about relevant anchor text links and too many times people tend to forget that Google considers things like the text in the vicinity when judging the relevancy of the link.
