When a user clicks on a link, such is a local action, one that instructs their browser to send a request for the resource identified by the link.

In this case, since the source of that resource is listed in the HOSTS file, the browser returns the resource specified there, rather than passing the request on to the cloud. I.e., the user's request never gets sent to the ad server, so that it cannot know about the click.
