Not necessarily. Give us an example a site got "HIT" due to linking to sites with different subjects? Google "prefers" linking to "industry relevant" websites but does not discount/de-index/penalize sites for simply linking to good domains? Imagine a "social bookmarking/networking" site which has all the outbound links to sites with different subjects.

And how does that prove to be the best possible method? If this guy gets all spyware/malware related links at the bottom does a simple "nofollow", would that satisfy mattcutts to do a post "yeah thats what I call best way".

Hey paul you can do some justice by optimizing your content to your target keyword terms and incorporating what inertia has mentioned.
