My bolding. Questions:
- What are the implications for AdSense users outside the USA?
- What about earned AdSense money less than USD 100 by the millions of webmasters using Google?

What does that mean?
Does it mean that you can sign up with the new network and continue with better and more advanced options if you are accepted?
