Peter is correct. Directories will very often have their own spiders and they will seek links based on anchor text/ directory topic sections. Bad location sites can also find you and link you. Google understands this problem. If when using your toolbox or xenu for finding these links it is advisable to try to get rid of them by contacting the webmaster.
