I am not sure how the directory is doing as I have not checked it out yet, but I think web directories all aspire to be in demand like DMOZ. That being the case you may want to keep it free without asking anything in return and keep it strict and hard to get in. People want what they can't have. Its human nature. After a couple years that you have created that demand, you can monitize it with adsense in a way where it wouldnt be prominant and trash its reputation. That is only if you want a DMOZ demand though. Otherwise require reciprocal or paid options.
