PR is about IBL's and IBL's are food for Bots that may take a closer look at the content of your page.

In my personal view, inbound links with focused, relevant, contextual and semantic anchor text is one important of the more than 200 factors that result in your position on the SERP's.

It is no disadvantage that those links are stable, so take my advice on not changing the content of the page that the link points to in a fundamental way.

If the link goes to a page / site about apples, don't change content or redirect the URL to to a page / site that has a story about tomatos. You may be identified as a content spammer and in the worst case banned by serious librarians.

Conclusion:
Semantic IBL's that is part of a web that make a story comparable to mozaic where the whole picture is much more valuable than the sum of the individual parts are important in Google's adaptive inverted link matrix model of the web. Period.
