In order to give an independant answer I have not read the other posts in this thread. My suggested procedure:
- Look up his site and his hosters site here: DNSstuff: On-demand DNS and network tools to analyze, diagnose and monitor a domain or IP address
- Send an email with a (blind?) copy to his hoster and a blind copy to the police you trust in your and his country.
