In addition to all of the above good advice, I would add that you might avoid the issue of passing
PR by way of simply not raising the issue with the party in question, and employing "no follow" as suggested by jawn_tech.
If he did not specifically request a countable IBL, you are under no obligation to assume that that is what he wanted.
