Well, I was an editor *years* ago - more than 5 - so perhaps that was changed since I left ...

Well, I am not sure how anyone would know what most do. In any case, I always worked from the oldest submission up.

I wouldn't agree. It is possible that an earlier submission was rejected and deleted. Perhaps the quality was low or the editor just didn't like the site. So, submitting again does make sense, as you don't know whether it's still in the queue or not ...
