If its submittd to the same category it overwrites the previous submission!! Where are you getting your information from? This was implemented by DMOZ years ago to deal with all the repeated resubmissions.
Editors can sort the pool of suggested site a number of ways - the default and most common one is by date of submission. A resubmitted site will be moved to the bottom if the editor sorts by date (most do).
There is NOTHING to be gained from resubmitting; all it does is wastes the submitters time.
