I have wondered. Is WPW an asymmetric forum?

By that I mean:

1. Part of the forum can only be viewed by some members -- IP's?
2. It is not related to moderator or administrator roles.
3. One reason why I ask, is ... ?
4. Who has the best guess for the full sentence of point 3.

I have an asymmetric forum myself.
