Dynamic pages are crawled just like any other static page.
However Google gives more weightage to Good optimized page regardless of whether it is static/dynamic

If your dynamic pages arent getting crawled properly, then you need to consider this option. Otherwise, you can carry on with your work. Revamping entire website at once, could lower your click rates for some months ( If your dynamic pages are ranking high on search engines).
If your dynamic pages have different descriptions/keywords and do not share same content or any tag, then Google/Yahoo wont have any issues with it.

There is no such rule. Most of the forums are getting regularly crawled and indexed by search engines, regardless of whether they are dynamic index.php?p=seo_google_sandbox OR index/seo_google_sandbox.html OR index/seo_google_sandbox
As long as your pages are different in terms of meta tags, and content google wont have any issues. However you should not pass long parameters with Session ID's to your dynamic pages.

Yes, you can use MOD-REWRITE code to convert your dynamic pages as given below :-
dynamic page : index.php?a=services
converted to static page using MOD-REWRITE as
static page : index/services ( '?a=' is replaced with /)
