This is because Yahoo have switched to a licensed model for access to this information.
I am still waiting for them to get back to me so that I can include their results.
It seems that the Yahoo/Microsoft buy out has placed a hold on any applications for access to their api.

Class C is actually an inaccurate term for what is displayed, however, the term seems to have stuck in
SEO circles so that is why it is used.
In answer to your question:
Close 'Class C' IP addresses for similar 'themed' sites can affect the 'relevance' of SE placement. (Please note: I am aware of the different views on this. The feature is there if you wish to take advantage of it.)

No. This refers to additional domains owned by the owner of the site you have looked up.
