If having an Affiliate Program hosted through an Affiliate Management company like CJ, Linkshare, Shareasale, Regnow, etc. is out of your budget, I'd maybe suggest hosting your own Affiliate Program. You can get ready made scripts that allow you to host one yourself, like

The only problem with hosting an Affiliate Program yourself is you have to promote it yourself to obtain affiliates. However, there are companies that will get the word out about your affiliate program to a multitude of Affiliates, like
AffiliateAnnouncement.com.
