I have noticed as well that some changes do not have to be content changes but just a little change to description or title will be enough to help increase rank.

Lets face facts that content changes can be tedious especially if you have alot of sites to monitor. By doing this will buy you some extra time. However, I do make sure I change something (meta tags, content) at least once a month if not more.
