My advice may conflict with some people on WPW so get some good feedback from everyone.

I feel that, sometimes, a URL is so untrusted by Google that it will never recover from it's chequered past. We have been in this situation with a few customers and the only way to achieve positions was to start again. We de-indexed all the old URLs and put the site on a brand new domain. After the "sandbox", and with plenty of link/content building during this period, we saw the site appear in the top SERPs. This was about a 12 month period in total - from the old site being de-indexed to top page SERPs on the new site.

This approach took a lot of patience and trust from the customer but he's now a happy man.

What does everyone think about this approach?
