Not entirely sure what you mean here, I think the answer is thus:

website A has a link from website B and website B has 500 inbound links. Website B will only pass benefit for the single link but the 500 inbound links to website B will contribute to the benefit the website A gets from its single link.

That is a simple answer but the subject is complex and link benefit has many factors that will influence it, for example if the link from website B to website A comes from a page with many other outbound links then the benefit will be less.

Loft conversions made a good post and is spot on but that is only relevent if it is a higher position in SERPs that you require. You state that you are not to do any other SEO and that it is only the number of links that matter.

If that is the case is it link total based on individual sites or links based on just quantity. If this is not directly related to getting a better position but merely a link competition of some kind then just go an buy a load of site wide links on big directories.

That wont help in getting you listed but will give a big fast link count.
