Trying to "shake up" Yahoo! is like trying to shake a coconut out of Sequoia tree. They don't budge.
If you're a member of the Y Store Forums community (free to all Y Store Owners) there are a lot of designers and members who have access to the big shots in Tech Support and I've seen many "lost stores", found after a few days to a few weeks of constant pressure from guys with connections writing to high level tech support.
