The cases that you're talking about though can only truely be reported by the company that is being spammed.. if other sites are coming up and copying their content and site designs then it's up to them to report them. How do you know it's not legit, you can't unless it's your specific industry / website / company / product.
Also what you are proposing is one of the number one tactics used by spammers.. that being get other people to help you eliminate your competition in certain keywords through reporting their sites as spam.
has google blocked your IP for reporting too many sites yet? they do do that if you are caught.
