PR of the sites I promoted did not go up but down, probably due to the poor quality of the sites publishing your content.

I've published many articles myself too...and generated many link-backs. But even after years of this, Google doesn't count ANY of them. I have to wonder if it's even worth the effort. But like you, I'll continue with the campaign until someone can show that it's actually bad for a site.
