"4-) Buy good links" Bad idea. To be honest, so were a few of the others.

As a couple of people have suggested, forget a budget, there's no easy solution. What you need to do is concentrate on good. clean SEO for the long term. There are elements of your site teetering on the brink at present. Run a few pages through Copyscape, then your choice of bad neighbourhood checker (I'm aware of the business you're in). Take a look at sections like the one at the bottom of your home page, consider whether CSS set to none is the only solution for a situation.

I'm not suggesting you are setting out to do anything, it's just that when you put these sort of elements on the same site, they can trigger a certain interpretation. May as well look at your code validation as well, staggering number of theoretical errors but most might vanish by correcting a few essentials. You also have at least four possible URLs for the home page currently and presumably a canonical domain throughout, worth tidying that up.

All of this adds up and is contributing to you currently having nearly 90% of pages in the Google supplemental. Sorting these glitches will do more than you could achieve by spending a thousand bucks and give you a solid platform. A chance to create, to turn your site into an authority on the topics that are important. More natural links, more customers and built on security.
