Any practical ideas how we can go about with promoting this for SEO purposes?

Couple ideas I can think of please give feedback on the below and of course other ideas if you have anything to share:

1-) Submission of related answer URLs to forums / question-answer networks

2-) Social Bookmarking index page on high volume sites. But with only one or two accounts, would that mean anything?

3-) Write general topic subject articles and submit content to article directories

4-) Buy good links (never did that, does really mean anything)

5-) Anything else

If you had $1000 to promote this how you would do it?
