That was my first impression on reading this posting as well. Generally, any time I see "Forward this message to as many ... as you can" I figure it is just that. However, there are oh so many ways to do "fun" things to cell phones, such as codes that will cause the phone to transmit GPS coordinates on all calls, that you can never underestimate these things.
However, dialing a three digit code that includes a pound sign would not enable or alter any phone functionality. In fact, if it did anything at all, dialing #9 would disconnect the call, as in many areas it is a reserved phone code. #9 used to be used as the "fax activation code" on many home fax machines. [something]#9[something else] is the the default voicemail password on most systems. If you had a fax machine, entering the voicemail password could activate the fax machine and sometimes alter the settings of your voicemail.
