I think that many of these tips are more about your user than Google.

You should be looking to create new, fresh content, value for your visitors and your pages should be as light and tuned as possible so that your site is valuable to the most users no matter their location or connection speed.

I prefer to work first for my visitors, then tune for the engines as needed.

I can certainly say I'm not impressed with Google recently, with the focus obviously being on cashflow to the organization and nothing else. Results have suffered and it typically takes a few searches to actually locate what I'm looking for.

This particular article was fairly blah to me and actually hard to read from a visual standpoint. Nothing new here, nothing exciting here, and nothing beyond common sense in this article.
