What link building strategy would you prefer for a technical (software/web apps) site?

The options that we have:
1. Directory submission: is it valid? there are hundreds of directories, do you think all those are good?
2. Article submission: we can prepare good articles and get it published in article directories like ezinearticles, goarticles. how much effective are multiple links from same domain?
3. Review: trying to get reviewed by community sites.
4. Niche-specific articles: we are trying to develop niche-specific articles for 3rd parties and get a link back. how does that sound?
