Default Complicated campaign strategy

I am setting up a 400k adwords (google and yahoo) campaign. I have described it in another thread. Working together with a vendor which have yet to understand my dilemma.

Keywords will most likely overlap over campaigns. We are running 3 levels.

Global - major keywords globally (own budget)
Regional - major keywords regionally (own budgets)
Industry - industry related (12 different and present in various locations, not same)

My questions:
How much should I worry about my keywords overlap, i.e. bidding against myself?

Any suggestion setting this up? I am thinking about focus on regions and pulling money from the others in there but there might be better ways?

Anyone?
