Unhappy Video files

Hi Everyone
I do not know if anyone can help me or not but I own a website where I want to upload some video clips we are planning on making with a $300.00 cannon video Digital tape camera (which the camera store said would be perfect for the web). When I upload from the camera into Windows Movie maker on my computer it seems fine but when I save the file and e-mail it to my web designer he puts them in his program and they come out of focus, jumpy (poor quality)
He is at a loss and says I am not saving the video in the right type of video file, he hasn't got a clue whats wrong.

My questions are;

What file do I save them as to get the best quality? For use in flash and would you suggest that I get flash too to check before I e-mail the videos to him?

If someone could explain the process to me I would appreciate it.
