It may be a couple of things.

Yes, it sounds like you are trying to access remote files and edit them directly.
These files may be either cloaked, or you do not have check out status enabled through the 'master' Dreamweaver that was used to create the site.
We need to know more info.
Is it
only files named 'index.html', in other words, can you open any other files with an '.html' extension? You can find out more in "Dreamweaver HELP", for instance:
