I wrote a post here about my experiences with social bookmarking communities like Digg, Delicious, Netscape, etc.
If you look at the "big picture", then these sites can be very helpful and an essential part of the "big picture" when it comes to promoting a site.
First, you need to create the site and have good content--especially content that others want to see. Once you've created that content, you need to do your part to help others find it. If you are "networked" properly (and have built up a good profile and "network" of friends) on these sites (digg, delicious, Netscape, reddit, etc.), then it's very possible to tell your friends about the content--which will hopefully lead to them "digging" or "bookmarking" or "voting" for your content. If your site's content is good enough and enough people like it then it might become popular. And if enough people like it and those people are bloggers or own sites then they might link to you.
Keep in mind that the social bookmarking communities are really only one part of the whole "big picture". Everything else needs to come together as part of the whole entire equation.
