Unfortunately spiceboy I cant tell you exactly why some of your pages have toolbar PR and sometimes don't. I don't care either way if my pages PR go up or down. As long my other "real" goals are achieved.

Now with than being said I would worry more about why pages are in the SI, not why they are in the SI with PR. Focus on getting your pages out of the SI with better internal linking and more backlinks to the pages. Hate to keep saying, but it is very true!

I really don't think Google has ever said that pages CANT be put in the SI if they have PR, have they?

Also just because the page has a grey toolbar (or white for that matter) doesn't mean it cant be indexed. Where did you hear this? One of the examples you posted actually have toolbar PR for me:

http://www.natco-online.com/acatalog...ift_Boxes.html - this one does have PR
http://www.natco-online.com/acatalog/Cheap_Offers.html - this one does not

For your last question, it could be you simply don't have enough backlinks from UK based websites.
