If you are getting that error message while testing on your own machine its because IE blocks javascript content when read from your own hard drive
Its another Microsoft sledgehammer attempt at security.
It can be turned off. most developers need to turn it off so they can test their own work.
Open internet options go to the advanced tab and scroll down to security. Tick allow active content to run from cd's and local computer.
IE won't block javascript on a site unless its specifically turned off.
