That's a toughee.... the problem is most of the software which is free is powered by the overture tool, at least as I understand it. Google has its own tool for adwords, but that may not be suitable depending on your needs. Personally, I'd swear by a thorough knowledge of your customers (ask them what they'd type), that works the best in my experience...
