I'd want a free provider to NOT tolerate spamming from any of their customers, and enforce it.
The problem with free providers is that they have to make money somewhere. That comes through advertising, and no one will advertise unless there's a massive user base.
Therefore, they let anyone in and tolerate just about everything.
I have Yahoo and Hotmail totally blocked because of this - and I'd do it with any other free provider if I saw even the start of a trend. :)
From a paid provider - well, I always associate paid-for email with my ISP. I can't see why I'd want to pay for separate email (my provider has webmail by default, before anyone raises that :)).
So, I guess 'a full package' would apply in that case.
