What helps you get better rankings are listings in directories with high page rankings. DMOZ' page rank is 8. That's pretty high and that's why it is important to be listed there asap.
Page rank is calculated based on your cumulative link count, relevance and the page ranks of the directories or pages your link is found in.
DMOZ isn't the end-all, be-all of web directories and not being listed there won't kill your site. Coming out of the gate, you'll have to work hard to get around not being listed there. Get your link added to other high ranking directories, even better if they're directly related to your site content or business. Continue to do so until you finally do get listed at DMOZ.
When you finally do get listed, your pagerank should still get a boost, plus you'll find your listings in all the other search engines that rely on DMOZ, which will add to your link popularity.
When it comes to submitting to DMOZ, the rule is "submit it and forget it". Just be patient.
