You can achieve much more subtle and interesting animations with Flash.
have a look at
www.markgreat.com - the flash animations for buttons, banners or animated logos load up as quickly as anything else but (hopefully) are a lot more interesting that the jiggling, squirming effect you get from animated gifs.
