I mean, I have some pages that are optimized for a specific keyword, relevant to that page. I am trying to get those pages higher ranked. My concern was, will I acheive better results linking to those pages, or should I just link to the index page.

Also, what if I do focus on revelant linking partners, but also add none revelant sites, will that hurt me?
