Default UK Gov't Violates Own Copyright With YouTube Video?

You POME's will have to help me understand this one...your ways are strange to me ;-)

So, the Cabinet Office had to pull a public service announcement off of YouTube because the Central Office of Information, which is an agency that reports to the CO, said the video was used without permission.

Isn't that like CNN giving grief to Time Warner? You know, in a government agency kind of way...

Help me out.
