Adwords will give you the best form or promotion per buck - simply because you get tagetted traffic. Compare spending that budget on press, print, radio etc.
But as mentioned above be sure you know how to use Adwords. It's a very clever and complicated system. I'd recommend doing some reading on the subject before spending any money.
