If you truly are an innocent victim and can't reach anyone at Google to rectify the situation, it doesn't seem like a smart move to me to associate that acct with those sites
And for those that did screw up, there should be a
'Google Forgiveness'
but of course it will be in beta

SEO and got banned and then reapply- can't you contact them about your original adsense acct?
