Most of the concepts are the same--you need unique content that's update on a regular basis and you need links from on-topic sites/pages.
But, with pings, trackbacks, and all the automation available with plugins, blog
seo is different than optimizing a "regular" static html site (one made with FrontPage or Dreamweaver, for example).
