I'm the manager of the Affiliate API Tier in the eBay Developers Program (the guy interviewed in the article at the top of this thread).

Alex is correct. I removed the $250 sign-up fee in June. There are 10 types of API calls that have no usage fee. Certification is free.

The are two possible charges you could incur as an eBay affiliate using eBay's API.

1) $75 per hour fee if you chose to call our Developer Technical Support engineers. You are not required to call them for support, this is purely optional, and many people never use this service.

2) Call usage fees for API calls other than the 10 free calls. Most affiliates just limit themselves the these 10 calls and never pay the $2.90 per 1,000 call fees.
