The sandbox is applied only to the domain and not to pages. IMO, this factor is based mainly on age of domain.

My older site will rank just after indexing of any new page for any related keyword. A new site is completely different. No pages will rank for any competitive keyword.

I have an expired 2yr old domain, which have been parked for 3 months, ranking higher than my new site. New site has 5,000 more IBL's as well as content. Content on the parked domain has nothing to do with the keywords. Yet it ranks higher. Why? 2+ years of domain age.
