I'd suggest creating a sitemap AND joining Google's Sitemaps program - because they really are two seperate things. A sitemap is useful for human visitors and spiders, and it's a regular page on your site with links to all your pages.

Google Sitemaps is a program where you submit an XML or plain text file that lists URLs for your site.
