Review
First, I'm guessing that your site is fairly new? If so, settle down ... create a code valid index page and leave it be for a bit. New sites in Google's sandbox require patience, persistence and professionalism to prevail sans payment ...
I was unable to determine if your root site has a robots.txt file; if Google cannot find it, you're struggling from the starting gate.
Your meta tags do not have robot index revisit etc. tags.
You have conflicting character set definitions, choose one or the other.
Though Google is rumored to ignore your keywords meta, I think they still penalize if their robots think you have spamming or non-relevant keywords not complimentary of your content. If I'm right, you may want to consider revising.
Also, I think that <title> is king, especially when it is keyword and content specific. Your's can be neither as it stands. I would recommend using English dictionary correct words in your title and save the pizzazz for the page and/or graphics.
Finally, I am not always 100% compliant with my own advice in this respect, but when possible, I make sure my pages are W3C valid. If the code is clean and quickly indexable, the robots are in your favor.
Good Luck!
