That's not true at all, how can you make that statement.
I use a site to check
PR and future
PR, which gives the percentage change from the last
PR update. This is the best way to tell when the
PR comes because it shows my site has gone up by 15%. If
PR update had taken place the percentage change would return to 0% change.
